When I try to send a text message, and I have no wifi, the message will try and send as an iMessage when I don't want it to. When I have my wifi is on and want to send an iMessage it'll sometimes try and send as a text message. Why does my iPhone 5s do this sometimes & how can I fix this problem? (I have the latest update of iOS 8)

I suggest you make your rules for when to send via iMessage and when to send via SMS text message predictable. Your question above makes it sound as if you want the iPhone to predict which you prefer, even though you would like the discretion to arbitrarily decide which you prefer and change your mind from time to time.
If you don't care to use iMessage, then set Settings > Messages > iMessage = "Off".
