How to share Libraries locally on a Mac?

Hi,

with the old iPhoto I used to have a Library on an (internal) Volume, that is used to share files between users.

The Folter iPhoto had r/w rights granted to my user and other two users.

Of course only one user could use iphoto at a time, but this was fine.

There were some minor problems when plugging in the sd-card of our camera or fast user switching,
of over all everything was fine.

After importing the iPhoto Library to Photos I of course set the filesystem rights to the same values as before.

But now I have two big problems:

  1. "repair library filesystem rights" with every user at startup
  2. application hangs when wanting to shutdown (we have to use "force quit"

Since iCloud is not an option, I'd like to know how to manage local shares with "Photos".

Mac mini (Late 2009), OS X Yosemite (10.10.3), 1st Drive: SSD, 2nd Drive: big HDD
