Say I have a picture that is 15 seconds long and I attached a voiceover to it. Now I want to move the picture without the voiceover to a different place but that ends up messing up the voiceover. How do I separate the two?

If you want to keep the voiceover where it is you have to move it such that the green vertical attachment bar from the voice over audio clip to the video clip points at a different clip from the one you are moving. After the move you can adjust the position of the voiceover agin if necessary.
