iPhoto won't open are my pictures gone?

So when I updated my computer to OS X 10.9.5, iPhoto 9.5.1 was in the middle of downloading and never finished. I haven't tried to get into it since back in December when I updated and apparently it never finished downloading and now it doesn't exist.

I go to purchased in the app store and it shows up but says "Paused" 0 of 1.5 GB.

Anyone have any guidance? I have used time machine to back up my computer but I still can't open the older iPhoto versions. I really don't want to lose all my photos.
