Apps will not stay off my cellular data.

I have an iPhone 4S. I want to turn off MANY apps [Gmail, Contacts, Passbook, Calendar, etc] off my cellular data. I turn them off, exit the Settings, return, and they're all back on. I've tried this many times before without luck! Help me.
