iPad Air 2 doesn't work for swipe up - control center. I've try to reboot but it still won't work.

I'm unable to use the swipe up function on my new iPad Air 2. It has iOS 8.3 (current). Occasionally it will work. Therefore I cannot wirelessly run my Apple TV. I have rebooted and tried again and still the swipe up function isn't working consistently. Can someone please be of help?

Start the swipe up with you finger off the visible screen.

THANK you so much. Everything else I saw just said to use a multifinger swipe up and it kept giving me all my open apps. Nothing else mentioned swiping from off the visible screen.
