ITunes won't let me manually manage music

I have checked 'manually manage music and videos' on both my iphone and ipad yet it will not let me manually manage them. For music I only get the 'Sync Music' option and not the drag and drop action.

I am running windows 7 with the latest itunes. All my IOS on my devices are up to date. Please help.
