Photos not uploading to icloud

After upgrading, my photo library will not upload from my mac to iCloud. All relevant options are checked and I can see my iCloud photos from other devices on my mac. In photos/preferences, the uploading progress bar is stuck it says "uploading 4000 photos" - but no progress are leaving over night? Any ideas how to get it going?
