Does Apple Watch measure flights climbed?

Was wondering if you need to have your iPhone with you when walking up flights of stairs in order for Apple Watch to record flights climbed. Flights climbed is measured in the health app on iPhone. Does anyone know?

Open the Health app on your iPhone. Tap the "Health Data" icon in the lower right corner. It looks like four little squares. Tap the "Activity" button. It's the big red one at the top left. You should then see something like this:

I have an iPhone 6 Plus- how will that help me count flights of stairs better then just using the watch?

If you just use the watch, you will not be counting flights of stairs at all. As noted above, the watch has no sensors to enable it to do that. Your phone does. No phone = no flights counted.
