Apps automatically downloading to Watch

Whenever an app on my iPhone updates itself with a new version (e.g. Evernote), and if that app has an Apple Watch interface, the app will automatically appear on the Watch's home screen/honeycomb, despite turning off the Automatically Download Apps option through the iPhone Watch app.

My Watch > General > Automatic Downloads > Automatically Download Apps [OFF]

Doesn't seem to matter whether the app update specifically adds Watch support, or it already had Watch support and was removed from the Watch after a previous update. Any update to the iPhone app will re-download it onto the Watch.

Have tried rebooting the Watch, iPhone, toggling the settings on/off. Nothing works.

I am having the same issue. I spoke to Apple Support about it and they said that the app developer can set 'settings' regarding their app and automatically install the watch extension on the watch. I too find this to be a management issue. My suggestion to apple was that if this is indeed the case at least use notifications to ask if you'd like that extension installed on the watch.. (for any app not already installed on the watch) i.e... "Instagram would like to show itself on your watch would you like to allow this?" you could respond with "Yes" or "No" or "Never". If you choose "Never" you would have to manually install (Show) it from the app listing in the "My Watch list"
