my new iPhone 6 call waiting does not work and i have reset it numerous times

My new iphone6 keeps deactivating my call waiting feature. I have backed it up and reset it a few times and still does not work. Also people can not FaceTime me either. What am I missing? This is a brand new phone and I feel like it is defective. Any ideas?
