i wanted to buy itabla pro app of rs.2150. i entered my visa debit card details.. they charged me rs.60 only and also the app is shown purchased.. whats this not a fraud i hope??????

The 60 is a temporary store holding charge to check the card details are valid, that it was issued by a bank in your countrue, and that it's registered to the same name and address as on your account - your card issuer should remove it within a few days or so (it varies by card issuer) : About payment card authorization holds in the iTunes Store - Apple Support
