error downloading video from iCloud Photo Library

I'm having trouble editing videos on my iOS 8.3.

The error message that is popping up is "Cannot Download Video. There was an error downloading this video from your iCloud Photo Library. Please try again later." I'm confused because the video is still viewable on my phone but unable to be edited. Why does it need to be downloaded if it's already viewable on my phone?
