They're all legal when you're recording your own conversations (unless the other party expressly forbids you to record the conversation). What you can legally do with that recording afterwards is what matters.

Not necessarily true. Many states in the US require two-party consent, unless it is a wiretap, established by court order.

The word "One" above is a link to one such title I randomly picked. If you want to check out more of them, open the App Store on your phone and enter something like "record call" for the search parameters. There will be bunches of them.
Because of the differences in laws across the different countries and other political areas, that is probably why there is no native recording ability on the phone. I can tell you from experience in Illinois that you have to be very careful. Only a few exceptions are in place, and they have to be written into other statutes to be valid. It has to do with the expectation of privacy.
