ipad keeps crashing so i restored it and wont activate to restart again

I think I have the same problem as niallfromirvine. I tried to reset my ipad in the settings and now I just get the apple logo with the bar beneath like it is loading, but the bar is stuck at the beginning and wont move. I can't turn it off and it doesn't ask me for a passcode. I checked out the link you provided above but that doesn't help because as I said it's not asking for my passcode. My ipad is an ipad 4.
