my icloud says its disabled

my icould is disabled and just wondering what i have to do to get it valid because my girlfriend changed the password and forgot it and i tryed to reset to factory but its just asking me if i could sign into the Icloud i had before i did reset it and i have tried many times (i believe i know the password) and then it just said your "icloud" has been disable. hope you guys could help:)
