I just got a new iPad mini from a close family friend who died. I don't know the password, nor does anyone else. Is there some way I can completely wipe the iPad, including the iCloud account?

Have your friend take it to an Apple Store with the original receipt and the death certificate to see if they will unlock it.
The friend may also need proof that he/she is a legal heir.
