The notification center on my ipod touch 5g has started to not come down all the way. When I try to bring it down the arrow for it is all the way on the right side of the screen, and it only comes down half way. In order for me to close out of it I have to press the home button.

As I understand it your Notification Center is partway off the screen so you cannot close it or use it correctly. I would start by quitting the Settings app:
Double-click the Home button.
Swipe left or right until you have located the app you wish to close.
Swipe the app up to close it.
When you have done that restart the device and test the issue again:
iOS: Turning off and on (restarting) and resetting
That should get it working correctly again but let me know if it doesn't. Thank you for using Apple Support Communities.
