Can you create an 8 1/2 by 11 soft cover photo book in the new Photo App. You used to be able to, but with the new update I cannot see it is available.

In Photos that size is available only as a hardcover.
However...
Photos is not an update to iPhoto. Photos is an entirely separate and entirely new application. Your iPhoto app and iPhoto Library are still on your drive and you can continue to use it. If it's important to you to print the photo book at that exact size in softcover edition, do it in iPhoto.
