After backinking up my inform ffrom my 4S to my 5S, what is my next step in setting up the phone so that it can receive phone calls? Thank yiou

Please advise what my next step is in making my 'new'phone( I just restored my data from a 4S to a 5S) and would like to be able to make/receive calls on my new 5S. Could you please advise me what to do next? Thank you.

You would need to have service from a cellular provider. A SIM, and that SIM would need to be activated.

BTW, this will require that you visit your carrier. The 4s uses a microSIM but the 5s uses a nanoSIM, so you need a replacement.
