cannot_load_bundle_err

When attempting to connect using Server Monitor (version 1.7) to an Xserve 2009 running Server 10.5.8 from a Power Mac G5 running OS X 10.5.8 I get feed back: "CANNOT_LOAD_BUNDLE_ERR" and "Software is not installed properly on the server." So what software needs to be addressed? One more data point up front, the Server Admin tools are also installed on the XServe and most of the configuration was/is done locally on the XServe via the GUI.

Any help would be appreciated since I have blinking fault indicator on the front panel and no means to investigate the problem.
