Safari on my iPad 4 opens the latest page used rather than to my home page.
This is new ,after I updated to IOS 8.3.How do I get it back to what it was?
Since IOS 8 came out you need to tap the two squares in the upper right corner then tap the tiny x on the thumbnail. Tap done to return to home screen. A Forum member suggested an excellent alternative just today. Instead of tapping the two squares tap the + sign. Then you can delete the last tab from the ttab bar.

It works but it's clunky.Unfortunately, apple put in an extra step that didn't need to be there.
I just want my browser to open on my home page every time.

You're welcome. You're not alone. The change has left alot of people scratchiing their heads wondering why. Maybe if enough people leave feedback at the link below it will be changed.
whoops! actually, this DIDN'T help me, because, at the linked page, there are many feedback options...but none for iOS Safari!
I just put my feedback in the iPad option being carefull to include the correct IOS number.
