i cant reset my security questions because its sending my reset email to a different email and not mine, what do i do?

You can contact Apple Support to have your Security Questions reset:
ACCOUNT SECURITY CONTACT NUMBERS
Once you get them reset, this support article will help you to change your Rescue email address:
Manage Primary, Rescue, Alternate, and Notification email addresses
