I can't see the photos on my photo stream (laptop) on my iPhone. why?

I can't see all my photos on my iPhone 5s,i have to go to my laptop to see them (photo stream no longer on my iPhone). Why is this so, i thought you could view/delete photos from all devices.(running the latest software)
