Free apps ask for password even when it's disabled.

HI I'm using an iPad Air 1 running iOS 8.3 and I started using the "disable password for free apps" option, because I don't think you have to have a password for free apps. Well, it was working just fine until yesterday. I tried to download Google Docs from the App Store and it asked for the password, even though I have the setting turned off. I tried on some more apps and it still asked for the password. I went to the iTunes Store and it asked for the password on any free media. Is there a way to fix this?
