Why would my frequent locations be off?

I have a 6+ with iOS 8.3. I was checking out frequent locations on my phone and it's off...my location services have always been enabled and I know frequent locations is supposed to be on by default but mine does not work and has never been manually turned off. Anyone know why it would be off and not tracking? Or why it seems to automatically switch off after a while?
