Can't make new Apple Id
can someone help? my Apple ID got disabled so I tried making a new Apple ID and it won't let me

If you are trying to make a new Apple ID using the same email address the old apple id has, you won't be able to.
"Your apple id has been disabled"
If your Apple ID has been locked - Apple Support
You can also go to to iforgot.apple.com and attempt to reset your password.

i tried all of that. I went to the website to reset it. Still doesn't work. I tried making a totally new Apple ID and it won't let me
Call AppleCare and ask to be transferred to the Account Security Team.
Again, if you are trying to make an Apple Id using the same email address the old one has it will not work.
If you cannot reset the password, you will need to contact Account Security and work it out with them.

I Can reset my passes word but it's still locked when I log in And it won't let me make a New Apple ID even if it's a totally new email
Why? What happens when you try to make a new Apple ID? What error does it show you if any?
Where are you attempting to create this new Apple ID?
Note, that all purchases made with the old Apple Id will forever be tied to it, and in the case of Apps will always require that Apple Id and password to update.
