Q: Does Photos allow control of the size of an exported image as you could in iPhoto?

When I export an image in Photo I did see the option ti make the exported image smaller.

MacBook Pro, OS X Yosemite (10.10)

Yes - you may have to click on the arrow to the right of JPEG to show the size options
