home sharing never works for Photos? It did works with iphoto

I used to stream my pictures on TV with home sharing and iphoto. however, recently I migrated to Photos and failed to do it with Photos.

I don't want to pay $ to use icloud photos library since my library is huge and I only need to share it within in my home wifi. I don't buy the concept to access my library anyway so far.

So my question is that am I still able to use home sharing with photos to stream my pics to Apple TV and how? or apple already removed this feature to force us to buy its cloud service?
