Problem with iOS 8.3 update
Ever since I updated my IPad Air to iOS 8.3, I have flashing streaks and blank spots on everything I try view. Can someone help me fix this problem?

Ever since I updated my IPad Air to iOS 8.3, I have flashing streaks and blank spots on everything I try view. Can someone help me fix this problem?

Have you tried a simple reboot by holding both the power and home buttons until the apple logo appears, release the buttons then and let it finish its startup routine.
If that does not clear the problem, it could be hardware related and it would be good to take it to an Apple store genius bar and have the technicians test it.
