family share iphone

I family share apps w/ one other person. We both have iPhone 5. A member purchased two apps. I CAN find them under apps, purchased, then family members name. But when I open them I have access to ONLY the free version of the app, not the upgraded version that he purchased and IS able to use on his phone. What am I doing wrong?
