data dvd burned in disc utility not working in pc

i made a data DVD of a bunch of pics from my students 6th grade camp in Toast that is read by both PC and Mac...however when i make a .CDR of the disc in Disc Utility and burn copies of that they are not readable in a PC...why is that???the original source disc is dual purpose but not the copies made in disc utility...hmmm
