Cellular data will not switch off for specific apps

iPhone 4s iOS 7.1.2

Have recently seen that my apps are all turned on when using cellular data. This didn't used to happen, and it wont change. The problem is that all the apps are using cellular data and when I try turning them off they switch back on. I have read through discussion about this with no success. I have tried restarting the phone and resetting network preferences. This hasn't helped. I don't really want to reset factory settings as I don't have things backed up etc. Any thoughts? Thanks
