How do I delete multiple duplicates from Icloud Photos after uploading all of my photos?

How do I delete multiple duplicates from Icloud Photos after uploading all of my photos? I thought that deleting the duplicates on the Mac and my IOS devices would do it... but after spending hours deleting duplicates, they all reappeared on the Mac and on my devices. Help.
