remove previous owners icloud without password

I bought a uses iPhone and the previous owner didn't remove their icloud account. The iPhone isn't stolen or reported lost. I'm unable to add my icloud account for use. Also the previous user didn't verify their account

iPhone 4S, iOS 8.3
