If I purchased crossword puzzle app on my iPhone, isn't is also available on my iPad? How do I access it on my iPad?

It depends on whether or not it was put there; this can be done manually, or while syncing the device with a computer, or by having automatic downloads enabled.

Tap "Purchased"
Search for the app and download.

You can either do that or sign into the iTunes Store with the same Apple ID, go to that application’s page, and download it, or click on the Purchases tab.

Make sure the iPad is signed in with the iPhones apple ID, if the both are signed in with the same apple id it should detect all purchase.
If now try and refresh your app store by tapping 10 times on the update icon at the bottom.
Also make sure the iTunes & app store is the same as the apple ID.
