i did not use the ipad for long time because it was broken, but after i repair it and update it i got this message. please note that i did forget the password.

The message says "Enter the Passcode"
This sounds like it is involving the iCloud Keychain setup process. Enter your Apple ID password into the box on the iPad. You can ignore it to continue.

i can't ignore it, and because of using wrong passcode many times i got message said the iPad blocked.
Oh it's that message. You will need to restore the iPad in iTunes.
First put your iPad in recovery mode:
If you can't update or restore your iPhone, iPad, or iPod touch - Apple Support
Then restore:
Use iTunes to restore your iPhone, iPad, or iPod to factory settings - Apple Support
