I can't download apps anymore

I know Apple was having issues back in April with downloading apps from the app store and music from iTunes but I still can't download them. I get as far as 'install' but when I press it it doesn't install and I still have the same issue with iTunes.

Is there any way of fixing this?I have an iPad mini (I'm based in Ireland, I heard the issue was geographical?)
