cannot find ipad mini in itunes to sync it

I continually have issues connecting to my ipad mini using itunes. The mini can be seen as connected on my PC, but itunes does not show it! I have just upgraded both itunes and ipad software to latest versions.

I see the apple mobile device in my applications list. Does anyone have this issue. It just seems to work occasionally but most times iTunes is useless. Is there a better way to sync? I just want to add some music from my PC to my ipad mini.
