Is there an iOS8 MDM API?

Hi,

The iOS8 added MDM tools to control which apps can open documents at iCloud Drive or downloaded from enterprise domains using Safari, If I understand correctly. Our team want to extend this control to any documents on the user's device. Is this possible? Is there an API based on which we could begin our work? I know that iOS is a quite close system, so I'm not sure whether we could modify system behaviors.
