Been using iPhones for years. Recently got an iPad. Latest iOS. Not a fan of the keyboard layout. Such as how the ! and , are on the same key and its placement. Can I make the iPad keyboard match the iPhone.

The only way to get added to a list of people who care is to leave feedback for Apple:
If you tap the #+= key, you will see the same layout you do on the phone for characters. The extra characters on the iPad alpha layout are an addition (they do not exist on the phone keyboard. so basically, if you choose to do so, both keyboards works more or less the same way.
Alternately, you can always check the app store for an alternate keyboard with a layout you prefer.
TThat key doesn't correct the "! over ," key. I simply want the same keyboard I'm used to from iOS from the phone, on the iPad.
Same answer applies. Different devices, but the functionality your are looking for is there.
Apple is known (to me) for continuity between their devices (such as hand-off) in their "ecosystem". Minus a built in cellular phone capability, the iPad mini is basically a larger iPhone. Why oh why would you swap keys around on the keyboards between these such similar devices??!!
I suspect the size of the device has a lot to do with it, plus your assumption about what an iPad is verses an iPhone is not at all accurate.
sorry, but it is what it is (and based on the lack of other forum users listing this as an issue, not many people care). As already noted, you can find an alternate keyboard, or post a suggestion to Apple. Other than that there really isn't much anyone here can do for you.
