you can buy it but they would go through **** trying to get the device replaced if it ever had a problem or physical damage. it would have to be replaced where ever you are and not in the united states.
In another word, can i buy an iphone from Apple store "usa" and send it to someone living in usa, although i am outside the country using non american credit card?

You cannot use a non-US credit card to purchase on the online Apple Store and have it delivered. Send the money to a family member and have them buy it.
