How to use continuity calling with one iPhone using another?

Just wondering if it's possible to use continuity calling using one iPhone as the send and the other as Reciever. For example, when you use the iPod touch or iPad, you can connect to the iPhone with the iPod touch or iPad and make a call through the iPhone. Will iPhone to iPhone work and how would you go about using that?
