How do I make 3G cellular data work again on my iphone 4s now that I've upgraded to ios 8.3?

I upgraded my iphone 4s to ios 8.3. Since then my 3G has not worked. Frustrated and thinking my phone was broken I took it back to my service provider store (Sprint) to see if they could fix it. They were not able to resolve the problem so they ordered me a replacement iphone 4S. The replacement also has ios 8.3 on it and I'm experiencing the same problem. I googled the problem and saw that others are having the same problem connecting to 3G network after installing the new 8.3 update. I plugged my iphone into my computer after downloading ios 8.2 on my laptop and connected to itunes to downgrade from 8.3 to 8.2 but could not do it because Apple is no longer signing on 8.2. Does anyone know any other way that I can go about repairing my iphone 4s so that I can use 3G again? Thanks for any help.
