Unless on Wifi...
I am unable to use the internet, applications, nor send/receive iMessages unless wifi is on. Help!!!

Do you have a cellular data plan? Is it turned on? Have you checked with your cell provider?

Yes to all. They haven't been able to figure it out either :/
Is your device full?
Check Settings > General > Usage > Manage Storage
Have you got at least 10% (hopefully >15%) of the available space free?
If space is not the issue, try a reset. Hold the on/off and home buttons together for about 10 seconds until the Apple logo appears.
Unless on Wifi...
