It seems you are unable to utilize Apple Pay with your devices. The following article provides information about Apple Pay and how to use it. It may help you find a solution:
Set up and use Apple Pay with Apple Watch - Apple Support
Here's what you need to start using Apple Pay:
- Apple Watch paired with iPhone 5 or later
- iOS 8.2 or later on your iPhone
- United States as your selected region
- iCloud account* (Make sure you're signed in to iCloud on your iPhone and your Apple Watch.)
- Supported credit or debit card from a participating bank
- A passcode on your Apple Watch and Wrist Detection turned on*
Use these steps to set up Apple Pay on your iPhone or iPad.

I had this problem as well and it was really frustrating. You get a long delay followed by a message that it couldn't connect to your watch and that you should move the phone closer to the watch and turn off Airplane mode. Not helpful.
Two things to try:
First, try powering your phone off and on.
Second, move to a location with a good WiFi signal, rather than relying on cellular service.
I'm not sure which of those two fixed the problem for me, but after I did both I had no problem connecting and adding Apple Pay cards.

I find this to be an interesting post. Just because the OP would have had access to this information does not mean they had taken the time to access it. After spending a great deal of time here and responding to many users, I can say for certain, just because something is available, does not mean it is utilized. I can show you hundreds of threads where someone will ask the same question, one post below the actual answer to a question.
You can provide information to posters that you have tested, but it is not necessary to make negative comments regarding other posters. It is also a violation of the TOS.
