can photos for windows become an app?

It's great to have all my photos and vídeo of my iPhone saved right on iCloud, but, sometimes, I'd like to use it as a wallpaper, or into a slide show right on my screensaver

Is that an idea to bring Photo App right on Windows such as iCloud Drive?
