iCloud backup not happening automatic on ipad

is anyone having issues? On my iPad 2nd gen the auto iCloud backup is not happening anymore. i leave it several days on charge on wifi but since mid/late April it never backs up. It's not as if it cannot do it because I can initiate a manual backup on the device just fine. It's frustrating as it works ok on my iPhone but not the iPad. I tried rebooting, switching feature off and on, sign in/out. But it makes no difference. I wonder if iOS 8.3 has sparked something because I noticed (and seen quite a few mention) that many iPads report wrong icloud storage of 1.0 gb rather than the expected 5.0 Gb. At first I thought this was just a cosmetic bug/glitch but perhaps this is related. On my iPhone it lists the storage correctly as 5.0 gb, so it's weird.
