I want to sign in with another apple ID in icloud but i cant signed in beacouse of error found" the maximum of free account has activated on this device.

apple placed that restriction on every device and a person like you or me can not remove it.
Create the ID on another device or the computer and then sign in on the iPhone.
If this is the only device you have, you can contact applecare and explain the situation. They may be able to reset the counter.
