Why do music tracks not download?

When I sync music from my MacBook to my iPad via the USB cable sometimes tracks on the iPad don't download and show a Cloud symbol with an arrow?

I don't sync via Wifi. How can I fix this sync issue?

Macbook has Yosemite latest version and iPad has iOS 8.3.
